मित्रों,
उत्तराखण्ड के शहरी क्षेत्रों में संचालित कार्यक्रमों/योजनाओं की समीक्षा के प्रमुख बिन्दुओं को आफ साथ साझा करने से पहले मैं आप सभी उपस्थित मीडिया बंधुओं का हार्दिक स्वागत करता हूं।
केन्द्र से आए हुए तथा उत्तराखण्ड राज्य के सचिवों एवं अन्य अधिकारियों द्वारा कल विभिन्न योजनाओं के कि्रयान्वयन के संबंध में जानकारियों तथा अनुभवों का आदान प्रदान किया गया। आज मेरे तथा उत्तराखण्ड के मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत जी द्वारा भी इन योजनाओं की समीक्षा की गई। मुझे इस बात की प्रसन्नता है कि दो दिनों तक चली समीक्षा द्वारा जो निष्कर्ष निकले वह दोनों ही पक्ष के लिए मूल्यवान होंगे।
’’स्वच्छ भारत मिशन‘‘ ०२ अक्टूबर २०१४ को तथा ’’अटल शहरी परिवर्तन मिशन‘‘ (अमृत) तथा ’’प्रधानमंत्री आवास योजना‘‘ जैसी अन्य महत्वपूर्ण योजनाएं २५ जून २०१५ से प्रारम्भ की गईं। इन सभी नई शहरी योजनाओं को प्रारम्भ करने से पूर्व लगभग एक साल तक राज्यों के साथ सघन चर्चाएं की गईं। शहरी क्षेत्र की सभी योजनाओं का मूल उद्देश्य यह था कि, शहरी क्षेत्रों में किफायती आवास सहित अन्य आधारभूत सुविधाओं की जो कमी महसूस की जा रही है, उन्हें दूर करने के लिए एकीकृत तथा लक्ष्य आधारित तरीके से कार्य किया जाए।
हमने पिछले दो वर्षों में ’शहरी विकास‘ के दृष्टिकोण में व्यापक परिवर्तन ला दिया दिया है। शहरों के विकास के इस नए नजरिए के अनुसार, हमने योजनाएं बनाने तथा उनके प्रबंधन में आम नागरिकों को भागीदार बनाया है। नई योजनाओं हेतु शहरों का चयन वस्तुगत तथ्यों तथा स्वस्थ्य प्रतिस्पर्धा के आधार पर किया जा रहा है। शहरी क्षेत्रों में आधारभूत संरचना की कमियों को पूरा करने के लिए शहर आधारित समग्र कार्ययोजना निर्मित करने, परियोजनाओं के गठन तथा मूल्यांकन हेतु शहरों तथा राज्य सरकारों को अधिक सशक्त करने, शहरी शासन हेतु संसाधन उपलब्ध करवाने तथा विभिन्न शहरी सुधारों को लागू करने एवं शहरों की रैंकिंग सुधारने की प्रकि्रया को प्रोत्साहित करते हुए स्वस्थ्य प्रतिस्पर्धात्मक माहौल विकसित किया गया है।

अब तक मेरे द्वारा इसी प्रकार २१ राज्यों व केन्द्र शासित प्रदेश में राज्य स्तरीय समीक्षा की जा चुकी है, अब मैं इस कडी के २२वें राज्य, उत्तराखण्ड में हूं। इससे पूर्व राज्य के अधिकारीगण, मंत्रीगण तथा सम्मानित मुख्यमंत्रीगण अपनी योजनाओं पर बातचीत करने के लिए केन्द्र सरकार के पास आते थे, तथा उनके सापेक्ष अनुमोदन तथा स्वीकृतियां मांगते थे। मैंने इस प्रकि्रया को बदल दिया है। मेरे मंत्रालय के अधिकारीगण एक दिन पूर्व ही राज्यों में जाकर योजनाओं की विस्तृत समीक्षा करते हैं तथा राज्य के अधिकारियों के साथ राज्यों के प्रदर्शन में बेहतरी लाने तथा समयबद्ध अनुपालन हेतु रणनीति बनाने हेतु सघन संवाद करते ह। मैं अपने साथ पैसा भी लाया हूं और राज्य सरकार को हस्तगत भी कर चुका हूं। इस प्रकि्रया ने अधिकारियों में आत्मविश्वास तथा बेहतर सहयोग एवं तारतम्य का वातावरण तैयार किया है। जो कि सरकार के शीर्ष प्राथमिक मिशन/योजनाओं को तेजी से आगे बढाने में बेहद मददगार साबित हो रहा है।
मित्रों,
मुझे यह घोषणा करते हुए अति प्रसन्नता हो रही है कि मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत, जी के ओजस्वी नेतृत्व में राज्य की नई सरकार ने अपने कार्यकाल के पहले सप्ताह में ही कई महत्वपूर्ण नीतिगत् निर्णय लिये हैं। इन निर्णयों में सबसे प्रमुख है, स्वच्छता मिशन को विशेष जोर के साथ एजेंडे पर रखते हुए राज्य को ३१ मार्च २०१८ तक ’’खुले में शौच से मुक्त‘‘ (ओ०डी०एफ०) करने का लक्ष्य लिया जाना। इसके अलावा शहरी योजनाओं के प्रभावी तथा त्वरित अनुपालन को पुख्ता करने के उद्देश्य से राज्य के नगर निकायों के अनुदान को बढाये जाने का निर्णय स्वागत योग्य है।
अभी पिछले सप्ताह ही देहरादून शहर प्रतिस्पर्धात्मक प्रक्रिया के माध्यम से चयनित स्मार्ट सिटी मिशन शहरों के समूह में शामिल हो चुका है। इस प्रस्ताव को भी व्यापक जन सहभागिता के आधार पर तैयार किया गया। मुझे विश्वास है कि अब राज्य इस परियोजना को आगे बढान हेतु सर्वोच्च कमेटी ’’स्पेशल परपज वेह्कल’’ (एस०पी०वी०) का शीघ्र गठन कर आम जनता के इस स्वप्न को साकार करने के लिए तेज गति से कार्य करेगा।
अमृत योजना के तहत रिफार्म्स एजेण्डा अन्तर्गत अनुदान धनराशि को दस हजार करोड तक बढाया गया है।
१०७.०० करोड की धनराशि राज्य सरकार को प्रथम किस्त के रूप में अवमुक्त
मित्रों
उत्तराखण्ड राज्य अन्तर्गत संचालित अमृत मिशन की सम्पूर्ण मिशन अवधि हेतु सभी कार्ययोजनाएं स्वीकृत की जा चुकी है। जिसके अन्तर्गत राज्य में कुल रू० ५९३.०० करोड का निवेश होना है। इसमें से रू० ५३४.०० करोड की धरराशि केन्द्रांश के तौर पर स्वीकृत की गयी है। जिसके सापेक्ष रू० १०७.०० करोड की धनराशि राज्य सरकार को प्रथम किस्त के रूप में अवमुक्त कर दी गयी है।
मिशन अन्तर्गत कुल १३३ परियोजनायें स्वीकृत हुयी है, जिसमें ३९ परियोजना में कार्य हो गया है और शेष ९४ परियोजनाओं में ३१ दिसम्बर, २०१७ तक कार्य शुरू हो जायेगा।
जलापूर्ति ;५३ण्६ःद्ध तथा सीवरेज निस्तारण ;३८ण्१ःद्ध के कार्यों को राज्य की स्वीकृत कार्ययोजना में शीर्ष प्राथमिकता पर लिया गया है। यह दोनों घटक स्वच्छ भारत मिशन के लक्ष्यों के अनुपालन में भी सहयोग प्रदान करते हैं।
इन प्रयासों से राज्य मिशन शहरों के प्रत्येक घर में जलापूर्ति के लक्ष्यों को प्राप्त करेगा। इसके तहत कुल १२३ लाख घरों को नये पेयजल संयोजन प्रदान किये जायेंगे। जैसे ही राज्य के मिशन शहरों में पेयजल आपूर्ति लाईनों का नेटवर्क बिछा लिया जाऐगा, परिवारों को जलसंयोजन लेने के लिए प्रेरित किया जाएगा।
रूडकी और हरिद्वार नगर निकायों द्वारा अपने संसाधनों से ९०ः पथ प्रकाश लाईटस् को एल०ई०डी० में परिवर्तित कर दिया गया है। ई०ई०एस०एल० द्वारा उरेडा के साथ समन्वय करते हुये देहरादून व हरिद्वार शहरों में बेस लाईन सर्वे पूर्ण कर लिया गया हे। उक्त दोनों नगरों के पथ प्रकाश लाईटस् को एल०ई०डी० में परिवर्तित करने के पश्चात् अवशेष नगरों में इस कार्य को आगे बढाया जायेगा।
उत्तराखण्ड द्वारा मॉडल बिल्डिंग बाईलॉज के १२ बिन्दुओं को अंगीकृत कर लिया गया है। शेष ०२ बिन्दुओं को शीघ्र ही अंगीकृत कर लिया जायेगा।
रूद्रपुर नगर में वॉटर टेबल/भूमिगत जल स्तर के ऊॅचा होने के कारण सैपटेज मैनेजमेन्ट की योजना सर्वप्रथम इस शहर में तैयार की गयी है, जो कि अत्यधिक किफायती दरों(Appellate Tribunal ) पर निर्मित है।
हाल ही में भारत सरकार द्वारा परिवर्तनकारी रिफार्मस् को लागू करने के एवज में मिलने वाले प्रोत्साहनों को बढा कर १०,००० करोड किया जा चुका है। इस प्रकार की पहलकदमियों के माध्यम से नगरीय सेवाओं के प्रति विश्वास तथा सेवाओं के दायरे को जनाकांक्षाओं के अनुरूप विस्तारित करने का प्रयास किया जा रहा है। इन प्रयासों से नगरों तथा पालिका बॉण्डस् की क्रेडिट रेंटिंग बढाने, भूमि स्वामित्व अधिकार प्राप्त करने, पलिका कार्मिकों में ज्यादा पेशेवराना संस्कृति विकसित करने तथा मूल्य अर्जित कोष को प्रोत्साहित करने में सहायता प्राप्त होगी। कुल मिला कर यह पालिकाओं की फरफारर्मेंस को सुधारने में बेहद सहयोगी होगा।

हमारे द्वारा उत्तराखण्ड राज्य के शहरों एवं नगरों में स्वच्छ भारत मिशन की प्रगति पर विस्तार से विचार-विमर्श किया गया। राज्य द्वारा सम्पूर्ण नगरीय क्षेत्रों को ३१ मार्च २०१८ तक ओ०डी०एफ० (खुले में शौच से मुक्त) करने का संकल्प लिया गया है। मुझे जानकर प्रसन्नता हुई है कि राज्य द्वारा अपने ग्रामीण क्षेत्रों को पहले ही ओ०डी०एफ० किया जा चुका है।
राज्य के पांच शहरों को तृतीय पार्टी द्वारा ओ०डी०एफ० प्रमाणित किए जाने पर आज मेरे द्वारा सम्मानित किया गया है।
देहरादून तथा हरिद्वार के क्रमशः २०० मी०टन तथा १५० मी०टन क्षमता के अपशिष्ठ निस्तारण प्लान्ट निर्माणाधीन हैं तथा अगस्त, २०१७ तक यह कार्य करने लगेंगे। भारत सरकार द्वारा रु० १,५०० प्रति टन की दर से बाजार सहयोग मूल्य निर्धारित किया गया है। राज्य सरकार द्वारा सुनिश्चित करवाया गया है कि इस प्रकार निर्मित कम्पोस्ट खाद को कृषि तथा बागवानी एवं वानिकी विभागों द्वारा प्रयोग किया जाएगा।
स्वच्छ भारत मिशन के अन्तर्गत उत्तराखण्ड राज्य को आवंटित बजट रू० ११७.६१ करोड के सापेक्ष वर्तमान तक कुल १४.४० करोड की धनराशि अवमुक्त की जा चुकी है। मेरे द्वारा आज रू० ३.२६ करोड की अतिरिक्त धनराशि के निर्गत करने के आदेश प्रदान किये जा रहे है। मेरे द्वारा राज्य को यह भी आश्वासान दिया गया है कि जब भी धनराशि हेतु मिशन अंतर्गत प्रस्ताव दिए जाएंगे उन्हें आवश्यक सहयोग प्रदान किया जाएगा।

प्रधानमंत्री आवास योजना अन्तर्गत राज्य के समस्त ९२ शहरों के आवासहीन लोगों को आवास उपलब्ध कराने हेतु लगभग ८०,००० आवास निर्मित करने का लक्ष्य लिया गया है। वर्तमान तक ३१ परियोजनाएं जिसके अन्तर्गत कुल ४६७५ आवासों का निर्माण होना है स्वीकृत हुये है। जिसकी कुल लागत रू० ३०४.०० करोड है, जिसमें रू० ६७.०० करोड, भारत सरकार का अंशदान है। जिसमें से रू० २८.०० करोड की धनराशि राज्य सरकार को अवमुक्त की जा चुकी है।
मेरे द्वारा मा० मुख्यमंत्री जी से विभिन्न स्रोतों से प्राप्त हो रही राज्य की अवशेष आवास मांग की शीघ्र पुष्टि कर मकानों के प्रस्ताव अतिशीर्घ प्रेषित करने का अनुरोध किया गया है। राज्य सरकार द्वारा आगामी ०६ माह में २५,००० आवासो के प्रस्ताव प्रेषित करने का आश्वासन दिया गया है और शेष प्रस्ताव मार्च २०१८ तक प्रेषित किये जायेगें। राज्य द्वारा अपनी १०० प्रतिशत आवास मांग को वर्ष २०२१ तक पूर्ण करने हेतु आवश्यक कार्यवाहियां की जाएंगी।
रियल इस्टेट एक्ट, २०१६ को राज्य सरकार ने नोटिफाईड कर दिया है। राज्य सरकार रेग्यूलेट्री ऑथ्योरिटी और ।चचमससंजम ज्तपइनदंस स्थापित करने की प्रक्रिया को शीघ्र ही पूर्ण कर लेगी। Real Estate Project तथाReal Estate Agents के पंजीकरण हेतु वेब पोर्टल तैयार हो चुका है एवं शीघ्र की कि्रयाशील हो जायेगा।
दीनदयाल अन्त्योदय योजना-राष्ट्रीय शहरी आजीविका मिशन (डे०-एन०यू०एल०एम०) के अन्तर्गत मेरे द्वारा रू० ३.४० करोड की धनराशि अवमुक्ति स्वीकृतियां प्रदान की जा चुकी हैं। मुझे प्रसन्नता है कि राज्य द्वारा नगरीय प्रशिक्षण कार्यक्रमों में वर्तमान समय की आवश्यतानुसार नए प्रशिक्षण कार्यक्रमों जैसे कि – नर्सिंग, हॉस्पिटॉलिटी, व्युटिशियन, बैंकिंग कॉरेपॉन्डेंट, राज मिस्त्री तथा निर्माण संस्था में आवश्यक अन्य ट्रेडों, रिपेयर उद्योग तथा रखरखाव गतिविधियों इत्यादि – को जोड कर प्रशिक्षण कार्यक्रमों में व्यापक विविधता ला दी है। उत्तराखण्ड द्वारा ११,००० लोगों को वर्ष २०१७-१८ में प्रशिक्षित करने का लक्ष्य निर्धारित किया है।
राज्य सरकार द्वारा GST को लागू करने हेतु सहयोग प्रदान करने हेतु GST-MITRA प्रशिक्षण प्रारम्भ करने के लिए मैं आपको बधाई देता हूं। उक्त प्रशिक्षण व्यापार कर विभाग व डे०-एन०यू०एल०एम० के द्वारा संयुक्त रूप से प्रदान किया जा रहा है।
सक्रिय राजनीतिक नेतृत्व की आवश्यकता है

केन्द्र सरकार द्वारा रू० ४.०० लाख करोड का निवेश शहरी अवस्थापना सुधार को सुदढ करने हेतु नये शहरी मिशन अन्तर्गत स्वीकृत किया है। यह पिछले १० वर्षो में किये गये निवेश का ४ गुना है। निकायों को अधिक संसाधन उपलब्ध कराने हेतु केन्द्रीय सहायता का प्रतिशत बढाया गया है। यह भारत सरकार द्वारा शहरीकरण के प्रति प्रतिबद्धता को दर्शाता है।
शहरी परिर्वतन को सुनिश्चित किये जाने हेतु राज्य व नगरों की सरकार के स्तर पर सक्रिय राजनीतिक नेतृत्व की आवश्यकता है। जिन राज्यों के मुख्यमंत्रियों द्वारा इसमें रूचि ली गयी है उन राज्यों में अच्छे परिणाम आ रहे है।
मुझे प्रसन्नता है कि मा० मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत इसी के अनुसार कार्य कर रहे है। जिससे हम सभी को इसके परिणाम दष्टिगोचर हो रहे है। मैं उक्त हेतु इनको बधाई देता ह तथा आशा करता ह कि वे राज्य में शहरी विकास के प्रयासों पर निरन्तर अपनी नजर रखेगें।

Faster and all-round, inclusive development is our motto to build a New India, said the Union Minister of Urban Development and Housing & Urban Poverty Alleviation (HUPA) and Information & Broadcasting Shri M. Venkaiah Naidu. The Minister was addressing a press conference in Dehradun after holding Review meeting on the progress of schemes related to the Ministry of Urban Development & Housing & Urban Poverty Alleviation. He said that the country is witnessing a new environment of aspiration and development. Shri Naidu further said that this government incentivizes performance competition and reforms, which would take the country to newer heights.
Giving details about the meetings, Shri Naidu said that the deliberations focused on the implementation, achievements, effectiveness and problem areas and finding solutions to those problems. He said that under the dynamic leadership of the Chief Minister Shri Trivendra Singh Rawat, the new government in the first week itself took various key policy decisions including a special focus on swachhata with the state setting the target of becoming ODF by March 2018 and increasing the grants for local urban bodies for easier and faster implementation of mission objectives.
The Chief Minister of Uttarakhand, Shri Trivendra Singh Rawat,Member of Parliament Shri Ramesh Pokhriyal Nishank, Member of Parliament Smt. Mala Rajya Laxmi, Urban Development Minister of Uttarakhand Shri Madan Kaushik, Local MLA Umesh Sharma and other dignitaries were also present on the occasion .

I extend a warm welcome to the friends from media to share the outcomes of the review of the implementation and progress of new urban missions outreach programmes in the State of Uttarakhand.
Secretaries and senior officials from the central and state governments exchanged notes on implementation of various programmes in the State yesterday. Today, I, alongwiththe Hon’ble Chief Minister Shri Trivendra Singh Rawathave jointly reviewed the same.
I am happy that the two day review proved to be useful in providing valuable insights for both.
While the Swachh Bharat Mission was launched on 2ndOctober, 2014, the other major urban missions like the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities Mission and Pradhan MantriAwasYojana (Urban) were launched on 25th June, 2015. All these urban missions were launched after about a yearlong extensive consultations with state and city governments and other stakeholders. All these urban missions aim at addressing infrastructure deficit including affordable housing in a focused and integrated manner.
We have brought a paradigm shift in urban development over the last two years. This includes citizens participation in urban planning and management, objective and competition based selection of cities, preparation of comprehensive city-wise action plans for addressing infrastructure deficit, empowering state and city governments in project formulation and evaluation, enhancing resource flows to city governments, incentivizing implementation of major urban reforms and ranking of cities on various aspects to promote a spirit of healthy competition among cities and towns to perform better.
So far, I have held similar State level reviews for 21 States and today I am in the 22nd State which is Uttarakhand. Earlier the State officials, ministers and Hon’ble Chief Ministers used to visit Central Government to discuss their projects/schemes and seek sanctions and releases. I have changed this trend. Officers from my Ministry are visiting the State headquarter a day in advance, have a detailed review and dialogue with the state officials to improve performance and strategize time bound action; I also bring the funds right here and handover to the State Government. This has developed confidence in the officials and creates an environment of Co-operation and Co-ordination in pushing the Governments priority missions.

I am delighted to announce that under the dynamic leadership of the Chief Minister Shri Trivendra Singh Rawat, the new government in the first week itself tookvarious key policy decisions including a special focus on swachhata with the state setting the target of becoming ODF by March 2018 and increasing the grants for local urban bodies for easier and faster implementation of mission objectives.
Last week, Dehradun has joined the group of cities selected through a competitive process to be developed as a lighthouse Smart City. Its proposal prepared through extensive citizens engagement, has been approved. Now, the State should act swiftly in establishing Special Purpose Vehicle (SPV) and initiate action to convert citizens’ dream into real projects on ground expeditiously.

• Under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme, the Action Plans of the State for the entire Mission period entailing an investment of Rs 593crore and a Central Assistance of Rs 534 crore have been approved. Rs 107 crore has been released to the State as the first instalment. I have handed over a sanction order for release of Rs. 44.5 Crore today to the State Government.
• Under the mission, 133 projects have been approved, of which in 39 works have started and work is expected to start on another 94 projectsby 31st December 2017.
• Water (53.6%) and Sewerage (38.1%) constitute major components of the approved action plan of the state. These two components also support the Swachh Bharat endeavor.
• State will be able to achieve full coverage under water supply in the mission cities. A total of 1.23 lakhs households will get new tap connections. State will come out with innovative measures to encourage citizens to take taps in their homes once the water pipeline network has been laid.
• Two ULBs, Roorkee and Haridwar have themselves converted 90% of the street lights into LED. EESL in collaboration with Uttarakhand Renewable Energy Development Agency (UREDA) has completed baseline survey of two cities i.e. Dehradun and Haldwani. After the conversion of street lights of these two cities to LED, the work will be taken up in other cities.
• Uttarakhand has adopted 12 features of the Model Building Bye Laws. Remaining two features are likely to be adopted soon.
• The city of Rudrapur has high water table and due to this, the state has taken up septage management in the city which is cost effective as well.
• Recently Government of India has increased incentives for carrying out transformative reforms during next three years to Rs. 10,000 Crores. These are introduction of Trust and Verify approach in providing urban services, credit rating of cities and Municipal bonds, Land Titling, Professionalization of municipal cadre, and Value capture finance. Uttarakhand should make all-out effort to qualify for receiving the incentive awards in all three years. This will help improve the performance of municipal bodies.

We have held detailed discussions on the progress of Swachh Bharat Mission in the cities and towns of Uttarakhand.The State has taken a commitment to declare the whole urban area ODF by March 2018. I am happy to know that the State has already declared its rural area fully ODF.
• Today, I have felicitated 5 cities for having achieved the distinction of being certified ODF by third party.
• In Dehradun and Haridwar, waste to compost processing plants of 200MT and 150MT capacity respectively are under construction and will be operationalized by August 2017. Government of India provides Rs. 1,500 per ton market assistance to such compost. State has assured that this compost will be utilized by Agriculture, Horticulture and Forest department apart from selling the product to the local farmers.
• So far Rs. 14.40 crore have been released to the State ofUttarakhand for Swachh Bharat Mission activities. I have delivered a sanction order to release anotherRs 3.26 crore today to the State government. I have also assured the State to release necessary funds due to them as and when they submit fresh demand.

The Pradhan MantriAwasYojana (Urban) aims to benefit nearly 80,000 homeless and other needy families of all 92 cities of Uttarakhand. Till now 31 projects comprising of 4,675 houses have been sanctioned with an investment of Rs. 314crores in which Rs. 70crore is government of India share; out of thisRs. 28Crore has been released to the State.
I have requested the Hon’ble chief minister to expedite the process of validation of demand received from different sources and send the proposal.The state has promised that proposalsfor 25,000 houses will be sent over the next 6 months andthe balance by March 2018. The State will take all measures to deliver 100% required housing stock in urban area by 2021.
Under the Real Estate (Regulation and Development) Act, 2016 the state has already notified the rules. The state government is in advance stage of establishing the Regulatory Authority and Appellate Tribunal, web-portal for registration of real estate projects and real estate agents is being developed and will be activated soon. This Act will provide a framework for growth of real estate sector in the State by protecting the rights of consumers and at the same time safeguarding the interest of developers/builders.
I have handed over sanction orders to release a sum of Rs. 3.4 Crores under the DeendayalAntyodayaYojana-National Urban Livelihoods Mission (DAY-NULM) today to the State government. I am happy to note that the State has diversified its urban training portfolio by including contemporary skills like Nursing, Hospitality, Beautician, banking correspondent, mason worker and others involved in construction, repair industry and maintenance activities.Uttarakhand has set a target to train over 11,000 persons in the year 2017-18. I congratulate the State for taking up training of GST Mitra under this scheme to assist GST compliance by various stakeholders.

Central government has so far approved an investment of over Rs.4.00 lakh crores under new urban missions across the country for improving urban infrastructure for better living. This is four times that of the investments approved during the earlier ten years. Scale of central assistance has been substantially improved to provide more resources to urban local bodies. This shows the intensity of intent of the Government to transform urban India.
We need pro-active political leadership at the level of state and city governments to ensure urban transformation. Wherever the Chief Ministers have taken interest, better results are visible. I am happy that the Hon’ble Chief Minister Shri Trivendra Singh Rawat is doing very well in Uttarakhand.I compliment him for the same and hope that he would continue to lead the urban development efforts in the State.
