Sub:- Pray for extension of my accommodation in Jammu (J&K) being under ‘Z’ security cover.

Your Excellency, Sir,

I am admitted in All India Institute of Medical Sciences (AIIMS), New Delhi and being treated. I am under ‘Z’ security cover in J&K. I have no accommodation of my own in Jammu and Kashmir or in the rest of the country. In Jammu and Kashmir I have been allotted 30-B, Gandhinagar, Jammu Tawi which is used by me for my personal accommodation and personal office. I have neither any accommodation anywhere in the country nor any personal office.

नेशनल पैंथर्स पार्टी के मुख्य संरक्षक प्रो.भीमसिंह ने आज जम्मू-कश्मीर मंत्रिमंडल के पुनर्गठन करते हुए छः कैबिनेट मंत्री और दो राज्य मंत्री को राज्य मंत्रिमंडल में शामिल किए जाने पर प्रतिक्रिया व्यक्त करते हुए कहा कि यह बड़ा हास्यास्पद है कि जम्मू के उपमुख्यमंत्री को इस्तीफा देने के लिए मजबूर किया गया और उनकी जगह एक अमीर विधायक एवं विधानसभा स्पीकर को बैठा दिया गया।
जम्मू-कश्मीर विधानसभा के उपमुख्यमंत्री को जबरन हटाए जाने पर प्रो.भीमसिंह ने कहा कि कब तक राज्य के लोग, विशेष तौर पर जम्मू के लोग राजनीतिक अपमान का सिलसिला सहन करते रहेंगे।
पैंथर्स सुप्रीमो प्रो.भीमसिंह ने कहा कि जो लोग जम्मू-कश्मीर की आंतरिक स्थिति को समझते हैं, वे मौजूदा सरकार की अगुवाई में राज्य की स्थिति से अच्छी तरह परिचित हैं, जो एक आग के गोले का रूप धारण करती जा रही है। राज्य में गोलियां, बंदूक का शासन और अराजकता का माहौल है तथा न्याय प्रदान की प्रणाली पूरी तरह विफल हो चुकी है और कोई राजनीतिक मरहम रखने वाला नहीं है।
उन्होंने आश्चर्य प्रकट करते हुए कहा कि जम्मू-कश्मीर सरकार में नंबर दो का दर्जा रखने वाले जानेमाने प्रोफेसर को स्पीकर का पद स्वीकार करने के लिए मजबूर किया जा सकता है। क्या उन्हें इस प्रस्ताव को स्वीकार करना चाहिए। इस प्रश्न का उत्तर तो स्वयं भूतपूर्व उपमुख्यमंत्री ही दे सकते हैं। यदि वे विधानसभा में चुप्पी बनाए रखने में सक्षम हैं, या उन्हें जम्मू-कश्मीर विश्वविद्यालय में इतिहास पढ़ाना चाहिए। पैंथर्स सुप्रीमो ने इस मामले में पूर्व उपमुख्यमंत्री से बातचीत की और इस षड्यंत्र को समझने और इस प्रस्ताव को स्वीकार नहीं करने का सुझाव दिया।
प्रो.भीमसिंह ने सत्तारूढ़ दलों समेत सभी राजनीतिक दलों से एकजुट होने की अपील करते हुए कहा कि उन्हें प्रजातंत्र के हित में डूबती विधानसभा को भंग करने की मांग करनी चाहिए। उन्होंने कहा कि जम्मू-कश्मीर सभी मौजूदा समस्याओं का एकमात्र समाधान राज्य संविधान की धारा 92 के तहत राज्य में राज्यपाल शासन लगाना है, जिससे राज्य के लोगों को और अधिक मौत व विध्वंस से बचाया जा सके। उन्होंने कहा कि राज्य में कानून का शासन होना चाहिए, जो मौजूदा गठबंधन सरकार के नेतृत्व में सम्भव नहीं है।

I have also cleared all my rent etc. with the Estate Department, J&K whose accommodation I have been using on market rent. I have cleared all balance of rent etc.
I have been admitted in All India Institute of Medical Sciences (AIIMS), New Delhi and have been treated for medical treatment. I was surprised this afternoon when I was informed my residential quarter at 30-B, Gandhinagar, Jammu that Estate Department personnel entered my house at Jammu and ordered to vacate the house immediately. All my household books, files and beddings etc. is lying in my house. The boys looking after the house in my absence informed me on phone that Estate Department has asked to vacate the house immediately.

I would like to urge the Hon’ble Governor that I be an ex-Legislator or a political person am not claiming my right to life but I have been and still provided under ‘Z’ security cover and deserve accommodation for myself for my security cover. The present accommodation has been given to me on market rent by the Department which is a government department. I have been under ‘Z’ security cover for several years and on security protectees under ‘Z’ category have been provided free accommodation in J&K. I have been paying market rent in the present accommodation. I have no house or accommodation anywhere in the country. In Jammu & Kashmir, I had an ancestral kacha house in my village Bhugterian (Tehsil Ramnagar) where I was brought up that was washed away years back during the flood wrath in the village.

I have security men to look after me round the clock. They need some space/shelter to hide themselves which is not possible in a forest. Living in a forest is not permitted under the law. I have crossed 77 years and needed some space to live honourably somewhere.
