भीमसिंह की पुतिन को चौथी बार राष्ट्रपति निर्वाचित होने पर बधाई
नेशनल पैंथर्स पार्टी की दिल्ली में हुई एक विशेष बैठक में श्री ब्लादिमीर पुतिन को छः वर्ष के लिए चौथी बार रूस के राष्ट्रपति निर्वाचित होने पर बधाई दी गई। नेशनल पैंथर्स पार्टी की राष्ट्रीय कार्यकारिणी ने एक प्रस्ताव पारित करके राष्ट्रपति पुतिन को ऐसे समय में राष्ट्रपति निर्वाचित होने पर बधाई दी, जब दुनिया की शांति और सुरक्षा पर परमाणु हथियारों की होड़ से खतरा मंडरा रहा है।
नेशनल पैंथर्स पार्टी के मुख्य संरक्षक प्रो.भीमसिंह, जो भारत में वरिष्ठ एवं जानेमाने अधिवक्ता भी हैं, ने इस बैठक की अध्यक्षता की और श्री पुतिन को रूस के चुनाव में शानदार जीत पर अपनी शुभकामनाएं दीं और आशा प्रकट की कि रूस अंतर्राष्ट्रीय शांति और विकास के लिए मित्र देशों को एकजुट रखने के लिए प्रयास जारी रखेगा। उन्होंने कहा कि मैंने अपने शांति मिशन के तहत पांच वर्ष तक मोटरसाइकिल पर दुनिया का दौरा किया है और इस दौरान मैंने पोलेंड से मास्को (रूस) में प्रवेश किया, जहां मैंने अपने मिशन के तहत लेनिनग्राद व अन्य स्थानों का दौरा किया और इस समय के दौरान मेरे रूसी दोस्तों ने मुझे शानदार मेहमाननवाजी दी।
पैंथर्स सुप्रीमो ने श्री पुतिन की जीत पर विश्वास व्यक्त किया कि वे शांति, मानव प्रेम और निरस्त्रीकरण का संदेश पूरी दुनिया में फैलाएंगे जिससे मानवता शांति के साथ हमेशा बनी रहे।

UDHAMPUR, May 7: Convinced with the policies of Jammu and Kashmir National Panther Party, scores of muslim youth today joined the party in presence of state president Balwant Singh Mankotia at Udhampur on Monday.NPP state president Balwant Singh Mankotia claimed that some forces inimical are trying to vitiate the atmosphere of Jammu on religion lines and party will thawrt those excersices.
Welcoming the new entraints in party fold, former MLA and NPP state president Balwant Singh Mankotia extends gratitute for joing the Panther Party which will further strenthen the party and strengthen the bond of brotherhood between hindu and muslim community.
Youth from different districts of Jammu province joined the NPP in presence of state youth general secretary Rafiq Chandel and social worker Laila Khalid.
Mankotia claimed that some forces are inimical to divide the Jammu region on the name of religion and party will not allow anybody to fulfill their nefarious designs.

आदरणीय प्राधनमंत्री श्री नरेन्द्र मोदी जी,
मैं यह अतिआवश्यक पत्र इसलिए भेज रहा हूं कि आप जम्मू-कश्मीर की राजनीतिक स्थिति को समझने की कोशिश करें। जम्मू-कश्मीर विशेषकर कश्मीर घाटी में लोगों का क्रोध भारत के खिलाफ नहीं है, ना ही इस आक्रोश में जम्मू-कश्मीर के विपक्षी दलों की कोई भूमिका है। यह बात स्वीकार करनी होगी कि कश्मीर के लोगों का गुस्सा या आक्रोश या नाराजगी वर्तमान सरकार के खिलाफ है, क्योंकि जम्मू-कश्मीर के लोगों ने जम्मू-कश्मीर की वर्तमान सरकार को एकदम अस्वीकार कर दिया है और अब वे इस सरकार के खिलाफ अपने राजनीतिक अधिकार के लिए युद्ध लड़ रहे हैं। इस बात से इंकार नहीं किया जा सकता कि कुछ भारत विरोधी लोग आंदोलनकारियों का मनोबल बढ़ा रहे हैं। बाकी प्रांतों में भी केरल से लेकर पश्चिमी बंगाल तक ऐसी घटनाएं हुई हैं, जहां लोगों ने प्रांतीय सरकार को विरोध किया था।
जम्मू-कश्मीर के राज्यपाल ने केन्द्र सरकार जिसकी गवाही गृह मंत्रालय दे सकता है, जिसने जम्मू-कश्मीर में शांति बहाल करने के लिए अपने सुझाव दिये थे, जिन्हें रद्दी की टोकरी में रखा गया है। मैंने आपसे राष्ट्रीय एकता परिषद की बैठक बुलाने का सुझाव भी दिया ताकि देश के सभी राजनीतिक दलों, सामाजिक कार्यकर्ताओं एवं बुद्धिजीवी वर्ग को भी बुलाकर उनकी राय भी ली जाय, क्योंकि जम्मू-कश्मीर का यह मामला केवल राजनीतिक नहीं है, बल्कि भारत विरोधी कुछ देशों के लिप्त होने की आशंका भी इसमें है।
मैं प्रधानमंत्री जी से कहना चाहता हूं कि मैं लगभग 15 वर्ष तक जम्मू-कश्मीर विधायिका में विधायक रहा हूं और मैंने जम्मू-कश्मीर के भारतीय नागरिकों के लिए भारतीय संविधान में दिये गये मानवाधिकारों के लिए साढ़े आठ वर्ष जम्मू-कश्मीर व भारत की कई जेलों में भी काटे हैं, यदि सुप्रीम कोर्ट की न्याय सीमा जम्मू-कश्मीर तक न होती तो मैं कब का जेलों की तनहाईयों में गायब हो गया होता।
पिछले वर्षो की स्थिति की भांति आज भी जम्मू-कश्मीर की स्थिति इसलिए भिन्न है, क्योंकि आज जम्मू-कश्मीर के लोग मानवाधिकार की लड़ाई लड़ रहे हैं, जिसे भारतीय संविधान में सभी नागरिकों को दिया गया है। मानवाधिकार का यह अध्याय (प्प्प्द्ध जम्मू-कश्मीर में 1950 से लागू ही नहीं है और वहीं की हाईकोर्ट भी सुप्रीम कोर्ट के दायरे में नहीं आती, बल्कि जम्मू-कश्मीर के तथाकथित संविधान के अन्तर्गत रखी गयी है। कहने का अभिप्राय यह है कि जम्मू-कश्मीर में मानवाधिकार तमाम नागरिकों को देने होंगे। बच्चों पर पैलेट गन चलाने की आवश्यकता क्यों पड़ती है? नाबालिग बच्चे जेलों में क्यों हैं? इन प्रश्नों के उŸार तभी मिल सकते हैं, जब जम्मू-कश्मीर में राज्यपाल शासन और लागों की शारीरिक और मानसिक स्थिति को सुना जा सके और समझा जा सके। इसका इलाज आज की सरकार नहीं कर सकती, जिसके कई कारण हैं और सबसे बड़ा कारण है कि जम्मू-कश्मीर के लोग धर्मनिरपेक्ष स्थिति में पले-बढ़े हैं, 1947 में जम्मू-कश्मीर मुस्लिम बहुमत राज्य था और उस समय भी कश्मीर के लोगों ने शेख अब्दुल्ला और उनके साथियों सहित मोहम्मद अली जिन्ना के खिलाफ मुस्लिम राज्य बनाने का विरोध किया था। आज जम्मू-कश्मीर के लोगों को समझने की जरूरत है। इसीलिए मैं आपसे बारबार अनुरोध कर रहा हूं कि राष्ट्रीय एकता परिषद की बैठक बुलायी जाय, जिसमें जम्मू-कश्मीर से विशेषकर डा.कर्णसिंह (जम्मू-कश्मीर के युवराज रहे हैं), डा. फारूख अब्दुल्ला (जिनके पिता शेख मोहम्मद अब्दुल्ला कश्मीर आंदोलन के नेता रहे हैं), डा. महबूब बेग, हुर्रियत नेता अली शाह गिलानी (जो जम्मू-कश्मीर के विधायक भी रहे हैं), श्री मीरवाइज मौलवी उमर फारूख इत्यादि को भी इस बैठक में विशेष अतिथि के रूप में बुलाया जाना चाहिए।
यह मेरा सुझाव है क्योंकि मैं इस पत्र के अध्याय को बढ़ाना नहीं चाहता और आपसे यही प्रार्थना करना चाहता हूं कि जम्मू प्रांत और कश्मीर प्रांत के बीच में लोगों का कोई भी झगड़ा नहीं है। दोनों प्रांतों के लोग न्याय-अधिकार का युद्ध लड़ते आये हैं और यह युद्ध तभी खत्म हो सकता हैै, जब लोगों को सड़कों से लेकर सुप्रीम कोर्ट और राष्ट्रपति भवन तक न्याय मिल पाएगा। यदि किसी राजनीतिक या सामाजिक आपदा के लिए कोई भी झगड़ा होता है तो उसे साम्प्रदायिकता का रंग चढ़ा दिया जाता है, जिसके लिए राजनीतिज्ञ भी जिम्मेदार हैं। जम्मू-कश्मीर का पुनर्गठन ही समस्या का समाधान है।
आज इसका उपाय सिर्फ यह है कि जम्मू-कश्मीर में अमन और शांति लाने के लिए धारा 370 के अन्तर्गत वहां राज्यपाल शासन लागू किया जाय। इसके लिए राष्ट्रपति जम्मू-कश्मीर के राज्यपाल को तुरंत सलाह दे सकते हैं और उसके तुरंत बाद एक समिति अच्छे सुलझे-समझे और परिपक्व गैरराजनीतिक लोगों की बनायी जाय ताकि वह निश्चित समय में जम्मू-कश्मीर के तीनों क्षेत्रों यानि जम्मू प्रांत, कश्मीर घाटी एवं लद्दाख के लोगों से विचार-विमर्श करके अपनी राय भारत सरकार को पेश करें। इस सारी प्रक्रिया में पैंथर्स पार्टी आपको पूरा समर्थन का विश्वास दिलाती है और जम्मू-कश्मीर के लोगों को भी विश्वास दिलाती है कि संविधान में दिये गये मानवाधिकारों के लिए पैंथर्स पार्टी अपना युद्ध जारी रखेगी, शांति के साथ लोकतांत्रिक रास्ते पर चलकर।

JKNPP protests outside MHA over Rassana issue, submits memo in HM’s office
Implement recommendations of BCI and GIA for CBI probe : Harsh
New Delhi 05/05/18: Continuing with its crusade for justice and transfer of Kathua case to CBI, scores of JKNPP activists led by its Chairman Mr. Harsh Dev Singh today held a dharna at Jantar Mantar in New Delhi that was followed by a procession leading to Ministry of Home Affairs. The protestors assembled outside MHA office and held a massive demonstration describing the Crime Branch probe as motivated and influenced by the helsmen in the State to suit their nefarious political designs.
Seeking central probe into the said case , the protestors submitted a memorandum in the office of Home Ministry calling for early consideration and implementation of the recommendations made by Bar Council of India (BCI) and Group of Intellectuals (GIA) for diffusing the crisis that had engulfed the entire Jammu region. The protesters including dozens of female protesters with Mr. Harsh Dev Singh accompanied by Mr. Yash Paul Kundal and others staging a day long dharna along with an 8 year old child to draw the attention of the Union Govt towards the gravity of the issue.
Addressing media persons, Mr. Harsh Dev Singh said that the Panthers Party stood for justice to Kathua victim and exemplery deterrant punishment to the culprits which could be possible only through CBI probe. He said that dirty politics was being played in the matter by the ruling alliance by engineering a communal divide in the State to subserve their political ends. While taking a jibe on the BJP, he said that utterly incongruent statements by these leaders on different occasions to suit their political expediencies had totally unveiled their chameleon character and exposed them in their true colours. People were well versed with BJP’s politics of double standards an its opportunist leaders whose greed of power knew no bars, no red lines, said Harsh.Rebuking the statement of the then Dy CM Nirmal Singh and senior BJP leader expressing satisfaction with Crime Branch probe in Rassana case. Mr. Singh said that the ousted deputy of mehbooba had exhibited a worst todyism by dis-associating himself from CBI demand and dubbing the protesters as pro offenders . And now sensing trouble some of the C and D grade leaders of BJP were being made to issue statements against the Crime Branch probe.“The fact of the matter was that the Saffron brigade had shown greatest disregard for the public sentiment in Kathua who had given a massive unprecedented mandate during Parliament as well as Assembly elections. Turning sycophants of Mehbooba and towing the line of the separatists, the BJP Ministers had ruthlessly dented Dogra pride and honour”, anguished Harsh said.
Hailing the BCI and GIA for their honest appraisal of the situation and facts leading to Rassana tragic episode , Mr. Singh said that the recommendations of the said agencies having been submitted to MHA deserved early consideration of the authorities concerned. Maintaining that Jammu had a time tested history of communal harmony and brotherhood, Mr. Singh accused the vested interests of vilifying the people of the region. “Those who sought unearthing of truth through a fair, impartial probe of CBI were dubbed as communal, bigots, fascists. This was painful and unfortunate”, Harsh regretted. He said that Panthers party shall stand for justice to Jammu Pradesh with dignity and honour at all costs.
Seeking death penalty to those actually involved in the heinou offence, Mr. Yash Paul Kundal said that Panther Party would continue its CBI probe campaign in its pursuit for justice to Rassana murder victim and bringing to fore the conspirators and perpetrators of the barbaric crime. The matter would be agitated at the national level in New delhi as well, he said.
Prominent among those who led the protest included Romesh Khajuria, Gagan Pratap Singh, Parshotam Parihar, Rajeshwar Singh, Mohinder Singh, Udeyveer, Balbir Singh, Varun Jamwal, Rajiv Khosla, Dildar Hussain Beig, R.P Sharma , Surjit Singh besides others.
