देहरादून 11 मई, 2018(सू.ब्यूरो) मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने शुक्रवार को आर.आर.अस्पताल, नई दिल्ली में भर्ती पूर्व मुख्यमंत्री व उत्तराखण्ड से लोकसभा सांसद मेजर जनरल(से.नि.) भुवन चन्द्र खण्डूड़ी से मुलाकात कर उनकी कुशलछेम पूछी। मुख्यमंत्री ने सांसद श्री खण्डूड़ी के शीघ्र स्वास्थ्य लाभ की ईश्वर से कामना की है। इस अवसर पर विधायक श्रीमती ऋतु खण्डूडी, बीजेपी प्रदेश अध्यक्ष श्री अजय भटट् भी उपस्थित थे।
इस दौरान सांसद श्री खण्डूड़ी ने मुख्यमंत्री श्री त्रिवेन्द्र द्वारा राज्य हित के लिये किये जा रहे कार्यों की सराहना भी की। उन्होंने कहा कि उत्तराखण्ड में सरकार द्वारा जन हित में अच्छा कार्य किया जा रहा है। इस अवसर पर मुख्यमंत्री व सांसद श्री खण्डूड़ी के मध्य राज्य हित से जुडे विभिन्न मुद्दों पर भी चर्चा हुई।

मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने शुक्रवार को नई दिल्ली में केन्द्रीय पेट्रोलियम और प्राकृतिक गैस एवं कौशल विकास तथा उद्यमिता मंत्री श्री धर्मेन्द्र प्रधान के आवास पर मुलाकात की। इस अवसर पर मुख्यमंत्री ने केन्द्रीय मंत्री से राज्य से संबंधित विभिन्न विषयों पर वार्ता भी की।
मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने मीडिया से अनौपचारिक वार्ता करते हुए कहा कि श्री केदारनाथ- गौरीकुण्ड पैदल मार्ग के चैड़ीकरण के लिये पूर्व में ओएनजीसी के सीएसआर फण्ड के तहत रूपये 4.50 करोड़(चार करोड पचास लाख रूपये) के फण्ड कोे बोर्ड द्वारा स्वीकृत किया गया था। इस धनराशि को बढ़ाने का अनुरोध केन्द्रीय मंत्री से किया गया। जिस पर उनके द्वारा गौरीकुण्ड पैदल मार्ग के चैड़ीकरण के लिये कुल रूपये 10 करोड़ की सहमति प्रदान की। उल्लेखनीय है कि श्री केदारनाथ पैदल मार्ग की चैड़ाई 2.5 मीटर से बढ़ाकर 06 मीटर की जा रही है। मुख्यमंत्री ने कहा कि गंगोत्री एवं यमुनोत्री में नागरिक सुविधा एवं अवस्थापना के कार्र्याे को गैस अथाॅरिटी आॅफ इंडिया लिमिटेड(गेल) द्वारा किये जाने पर भी सहमति प्रदान की गई।
मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने देहरादून में ओ.एन.जी.सी. द्वारा संचालित की जा रही महिला पाॅलिटेक्निक के संबंध में केन्द्रीय मंत्री को अवगत कराया कि वर्तमान में पाॅलिटेक्निक के बोर्ड में केवल ओ.एन.जी.सी. के रिटायर्ड अधिकारी ही शामिल होते है। मुख्यमंत्री द्वारा पाॅलिटेक्निक के बोर्ड में सरकारी अधिकारी व शिक्षाविद् को सम्मिलित किये जाने का भी अनुरोध किया गया। जिस पर केन्द्रीय मंत्री ने अपनी सहमति प्रदान की।

मुख्यमंत्री श्री त्रिवेन्द्र ने केन्द्रीय मंत्री को पी.एन.जी. गैस लाईन व सीएनजी के विस्तार पर बताया कि पी.एन.जी. गैस लाईन हरिद्वार तक बिछाई जा चुकी है। मुख्यमंत्री ने कहा कि इसका विधिवत् उद्घाटन कुछ इलाको को कनैक्शन देकर जल्द ही किया जायेगा। उन्होंने कहा कि इसके अलावा सीएनजी गैस स्टेशन को देहरादून, हल्द्वानी व ऋषिकेश में शुरू करने की योजना है। मुख्यमंत्री ने कहा कि राज्य के पर्वतीय क्षेत्रों में पीएनजी व सीएनजी के विस्तार के संबंध में केन्द्रीय मंत्री ने आश्वस्त किया कि अगले 10वें चरण में पीएनजी व सीएनजी को उत्तराखण्ड के नैनीताल व मसूरी सहित अन्य क्षेत्रों पर भी विस्तार किया जाएगा।
मुख्यमंत्री ने केन्द्रीय मंत्री को अवगत कराया कि राज्य सरकार द्वारा उज्ज्वला योजना के तहत 2.50 लाख से कम वार्षिक आय वाले परिवारों, जिनके पास गैस कनैक्शन नही है, उन्हें निःशुल्क गैस कनैक्शन उपलब्ध कराया जा रहा है।

’’जीरो ईफेक्ट-जीरो डिफेक्ट’’ योजना का आरम्भ

वैश्विक बाजार में श्रेष्ठता की स्थिति तथा मेक इन इण्डिया के माध्यम से विश्व के आपूर्तिकर्ता के रूप में भारतीय उद्योगों को सक्षम बनाने की दृष्टि से सूक्ष्म, लघु एवं मध्यम उद्यम मंत्रालय, भारत सरकार द्वारा ’’जीरो ईफेक्ट-जीरो डिफेक्ट’’ योजना का आरम्भ किया गया है।
इसके अधीन किसी उद्यम में नेतृत्व करने के लिये तालमेल, मशीनों व सिस्टम तथा प्रक्रियाओं को शामिल करते हुए एक पारिस्थितिकीय तंत्र का विकास करना है। एक देश, एक क्षेत्र, एक व्यवसाय व एक व्यक्ति के परिपेक्ष्य में प्रतिस्पर्धा की धारणा की जाॅच द्वारा उद्यमों की रेटिंग निर्धारित की जाती है। इस रेटिंग द्वारा एमएसएमई क्षेत्र के उद्यम आर्थिक विकास के लिये कम से मध्यम अवधि में देश की क्षमता का सूचक बनना है। इसके द्वारा उद्यम एक विश्वसनीय मान्यता और विदेशी निवेशकों हेतु गुणवत्ता का सूचक तथा वैश्विक बाजार में प्रतिस्पर्धा का निर्धारण करना है। इसके द्वारा रोजगार सृजन व रोजगार के अवसरों में वृद्धि करना है। जेड रेटिंग भारत में निवेश की इच्छा रखने वाले अन्तर्राष्ट्रीय ग्राहकों और एफडीआई हेतु विश्वसनीय पहचान है। इसके द्वारा एमएसएमई का प्रभावी प्रबन्धन व विकास तथा अन्तिम उत्पाद की गुणवत्ता में सुधार करना है।
क्वालिटी काउंसिल आॅफ इण्डिया इस रेटिंग हेतु नोडल एजेन्सी है। जिसके द्वारा वर्ष 2017-18 की रेटिंग जारी करते हुये पूरे देश में 16 राज्यों की 51 एमएसएमई इकाईयों को जेड रेटिंग प्रदान की गई है। आन्ध्र प्रदेश से 01 एमएसएमई इकाई, गुजरात से 09, हरियाणा से 08, कर्नाटक से 04, मध्य प्रदेश से 02, महाराष्ट्रा से 03, पंजाब से 01, उत्तर प्रदेश से 02, पश्चिम बंगाल से 02, तमिलनाडु से 01 व उत्तराखण्ड राज्य से 03 इकाईयों को जेड रेटिंग प्राप्त हुई है।
उत्तराखण्ड राज्य से जेड रेटिंग की सर्वाेच्च श्रेणी डायमण्ड मैसर्स द वेण्डिंग कम्पनी को मशीनरी व इक्यूपमेंट निर्माण में जनपद ऊधमसिंहनगर को प्रदान की गई है। इस रेटिंग में अन्य 02 इकाईयाॅ, मैसर्स टैक्नोक्रेट कनेक्टिविटी सिस्टम्स् प्रा0लि0(ऊधमसिंहनगर) को मोटर व्हीकल, ट्रेलर व सेमी ट्रेलर निर्माण हेतु सिल्वर श्रेणी तथा मैसर्स रावत इंजीनियरिंग टेक प्रा0लि0(देहरादून) को रबर व प्लास्टिक उत्पाद निर्माण हेतु ब्राॅज रेटिंग प्राप्त हुई है।
राज्य सरकार द्वारा माह जनवरी, 2018 में एमएसएमई पखवाड़े का आयोजन किया गया था। जिसमें एमएसएमई क्षेत्र की विभिन्न योजनाओं की जानकारी दी गई। पखवाड़े के दौरान जेड पर 06 कार्यशालायें आयोजित की गईं। जिसमें 100 से अधिक एमएसएमई इकाईयों का जेड रेटिंग हेतु आवेदन किया गया है। इनके रेटिंग की प्रक्रिया गतिमान है और आगामी माहों में राज्य से और अधिक इकाईयों को जेड रेटिंग प्राप्त होगी।
मुख्य सचिव व प्रमुख सचिव, एमएसएमई द्वारा इस उपलब्धि पर प्रसन्नता व्यक्त की गई और निर्देश दिये गये कि राज्य सरकार द्वारा इन उद्यमियों को पुरस्कृत/सम्मानित किये जाने की कार्यवाही की जाय।
CM Rawat meets Lok Sabha MP Major Gen (Retd) Bhuwan Chandra Khanduri in New Delhi; inquires about his health
Uttarakhand Chief Minister Mr. Trivendra Singh Rawat on Friday met the former Uttarakhand Chief Minister and Lok Sabha MP Major Gen (Retd) Bhuwan Chandra Khanduri at R.R.Hospital, New Delhi and inquired about his well-being. The Chief Minister wished for the speedy recovery of Maj. Gen B. C. Khanduri(retd). MLA Ritu Khanduri and BJP State President Ajay Bhatt were also present. Meanwhile, Khanduri appreciated the works being done for the welfare of the state by the Chief Minister Mr.Trivendra Singh Rawat. He said that in the public interest, Uttarakhand government is doing good work. On this occasion, discussion on various issues related with the interests of the state was held between the Chief Minister and Maj. Gen B.C. Khanduri(retd).
Three Uttarakhand MSME units get rating under ‘Zero Effect-Zero Defect’ scheme.
With an aim to create superiority in world market under the ‘Make in India’ scheme as a world supplier, to enable Indian industry, Ministry of Micro, Small and Medium Industries, Government of India has started ‘Zero Effect-Zero Defect’ scheme.
Under the scheme, the goal is to give entrepreneurship leadership by providing coordination, machines, systems and processes for development of appropriate technologies. Through assumption of competition through inquiry for a country, an area and a particular trade and a person, the enterprises are rated. It is through this rating that MSME enterprises should be made capable of indicator of economic development of the country in shortest possible time.
Through this scheme, the enterprises should be reliably recognized with quality indicator for foreign investors and competent for competition in world trade. Another aim is to create employment and employment opportunities. ‘Z’ rating is a reliable identity for international investors and to those interested in Foreign Direct Investment (FDI) in India. Through this, the aim is to bring effective management and development and bringing quality in the end products of the MSME.
Quality Council of India is the nodal agency for this rating. Through it’s rating done in year 2017-18, 51 MSME units in 16 states have been given ‘Z’ ratings. One MSME unit in Andhra Pradesh, nine in Gujarat, eight in Haryana, four in Karnataka, two in Madhaya Pradesh, three in Maharashtra, one in Punjab, two in Uttar Pradesh, two in West Bengal, one in tamil nadu and three in Uttarakhand have been ‘Z’ rating.
In Uttarakhand the top ‘Z’ rating has been given to Diamond Ms. The Vending Company of Udham Singh Nagar for machinery and equipment. Two other units, Ms. Technocrat Connectivity Systems Pvt. Ltd, (Udham Singh Nagar) for motor vehicle, trailer and semi-trailer manufacturing has been given silver category and Ms. Rawat Engineering Tech Pvt Ltd (Dehradun) for rubber and plastic products has been given bronze rating. The state government had organized MSME fortnight in the month of January 2018 in which information about various scheme in MSME sector was provided. During the fortnight, six workshops were organized for ‘Z‘ rating in which more than 100 MSME applied for ‘Z’ rating. The process of their ratings has been under process and more units are likely to get ‘Z’ rating in the coming months. Chief Secretary and Principal Secretary have expressed their happiness at this achievement of MSME and directed that these entrepreneurs would be awarded.
CM Rawat meets Dharmendra Pradhan; takes up various issues pertaining to Uttarakhand
Uttarakhand Chief Minister Mr. Trivendra Singh Rawat on Friday met Union Petroleum & Natural Gas and Skill Development & Entrepreneurship Minister Mr. Dharmendra Pradhan at his residence in New Delhi. On this occasion, the Chief Minister spoke to the Union Minister on various issues pertaining to the state.
The Chief Minister, in an informal interaction with the media, said that earlier, for the widening of the Sri Kedarnath-Gaurikund pedestrian route, under the Corporate Social Responsibility (CSR) funds of the ONGC, an amount of Rs 4.5 crore was approved by the ONGC Board. The Chief Minister requested the Union Minister to increase this fund. The Minister has given his consent for Rs 10 crores for the widening of the Gaurikund pedestrian route. Notably, the width of the Sri Kedarnath pedestrian route is being increased from 2.5 meter to 6 meter. The Chief Minister said that for the citizen welfare and infrastructure development works in Gangotri and Yamnotri, it was agreed to get them done by the Gas Authority of India Limited (GAIL).
The Chief Minister apprised the Union Minister that in the Women Polytechnic, Dehradun, being run by ONGC, presently only retired officers of ONGC are taken in the Polytechnic Board. He requested the Minister that government officials and academicians should also be inducted in the Board to which the Minister gave his consent.
On the expansion of the PNG Gas Line and CNG, the Chief Minister told the Minister in detail that PNG Gas Line has been laid till Haridwar. He said that the inauguration of the same would be done soon, after giving connections in some areas. He said that apart from this, there is plan to start CNG Gas Station in Dehradun, Haldwani and Rishikesh. The Chief Minister said that on the expansion of the PNG and CNG in the hill areas of the state, the Minister has assured that in the 10th phase, PNG and CNG would be expanded in Nainital, Mussoorie and other areas of Uttarakhand. The Chief Minister apprised the Union Minister that under the ‘Ujjawala’ Scheme, state government was providing free of cost gas connections to the families that do not have gas connection and their annual income is less than Rs 2.5 lakh. On this occasion, Secretary, Finance, Amit Negi was also present.

Air charges for Kedarnath heli shuttle service fixed
Additional Chief Secretary, Civil Aviation Om Prakash has informed that Helicopter shuttle service is being provided by Civil Aviation department through private Heli service providers from Guptkashi, Phata and Sirsi Helipads to Kedarnath in the Mandakini valley of Rudraprayag district and the Heli service providers and their tariffs have been fixed duly.
He said Heli service for Guptkashi to Kedardham would be provided by Aero Trans Bharat and Aryan Aviation and the fare would be Rs 7300 per head. Pawan Hans, UT Air and Pinnacle Aviation will provide Heli shuttle service form Phata to Kedarnath and the fare would be Rs 6700. The heli shuttle service from Sirsi to Kedarnath will be provided by Himalyan, Heritage and Global Aviation companies and the tariff will be Rs 6350. He said that for these routes 70% booking will be done online while 30% would be on daily booking basis. He said that if any Heli service operators or their agents charge more than the laid down tariff or the Heli service, then the pilgrims can complaint to the authorities.
