NPP Supremo urges President of India to impose Governor Rule in J&K in national interests
राष्ट्रीय पैंथर्स पार्टी के मुख्य संरक्षक प्रो. भीमसिंह ने भारत के राष्ट्रपति श्री प्रणब मुखर्जी से अनुच्छेद 370 के अस्थायी प्रावधान का लागू करने का आग्रह किया ताकि जम्मू-कश्मीर राज्य को बिना किसी देरी के राज्यपाल शासन के तहत लाया जा सके ताकि सुरक्षाबलों सहित राज्य के निर्दोष लोग भारत के संविधान के अनुच्छेद 21 में निहित अर्थ और कानून के भीतर सुरक्षित रह सकें।
प्रो.भीमसिंह ने भारत के राष्ट्रपति श्री प्रणब मुखर्जी से आग्रह किया कि वे अपनी शक्ति का प्रयोग करें, जो अनुच्छेद 370 में किसी भी प्रावधान में संशोधन करने के लिए भारत के संविधान के अधीन उनमें निहित है। वरिष्ठ अधिवक्ता एवं सुप्रीम कोर्ट बार एसोसिएशन के वरिष्ठ कार्यकारी सदस्य प्रो.भीमसिंह ने भारत के राष्ट्रपति से आग्रह किया है कि अनुच्छेद 370 की धारा 3 में प्रावधान अनावश्यक एवं मृत हो गए हैं, जब 26 जनवरी 1956 को जम्मू-कश्मीर में संविधान सभा को खत्म करके संविधान बना था।
Prof.Bhim Singh, Chief Patron of National Panthers Party urged the President of India to invoke temporary provision of Article 370 so that J&K state is brought under Governor Rule without any delay so that the innocent people in the state including the members of the security forces are protected within the meaning and law as enshrined in Article 21 of the Constitution of India.
प्रो.भीमसिंह ने कहा कि भारत के राष्ट्रपति को उस अनुच्छेद में किसी भी प्रावधान में संशोधन करने की पूर्ण शक्ति प्राप्त है, जो अभी भी भारत के संविधान में एक अस्थायी प्रावधान के रूप में चली आ रही है। उन्होंने भारत के राष्ट्रपति को धारा 370 में पूरी शक्ति का इस्तेमाल करने का आग्रह किया।
प्रो.भीमसिंह ने भारत के प्रधानमंत्री को भी अपील की कि वे इस संविधान के अनुसार कार्यवाही करें और भारत के राष्ट्रपति को इस मामले में हस्तक्षेप करने के लिए जम्मू-कश्मीर को मौत और विनाश से बचाने के लिए राज्यपाल शासन लगाने की सलाह दें। उन्होंने प्रधानमंत्री से कहा कि विभिन्न राजनीतिक संप्रदायों के लोगों के सभी वर्गों और गुटों के साथ बातचीत शुरू की जा सकती है, ताकि जम्मू-कश्मीर के लोग सरकार अपनी पसंद की चुनाव कर सकें। जम्मू-कश्मीर राज्य का पुनर्गठन एकमात्र उपाय है ताकि घाटी, जम्मू और लद्दाख क्षेत्र के मतदाताओं को सुरक्षित किया जा सके। तीन राज्यों, लद्दाख, कश्मीर घाटी और जम्मू क्षेत्र का संघीय राज्य का निर्माण ही एकमात्र समाधान है।

Prof.Bhim Singh urged Shri Pranab Mukherjee, the President of India to exercise his power he is vested with under the Constitution of India to amend any provision in Article 370. Prof.Bhim Singh, a Barrister at Law and Sr. Advocate in the Supreme Court of India who is also an elected Sr. Executive Member of the Supreme Court Bar Association and Chairman of Foreign Relations Committee has urged the President of India that proviso in Section 3 of Article 370 has become redundant when J&K enacted its own Constitution and made it applicable on 26th January, 1956 in J&K. He said that proviso in Section 3 of Article 370 has become dead and gone as the Constituent Assembly in J&K was closed the day Constitution of J&K was promulgated in J&K on 26th January, 1956.
Prof.Bhim Singh said that President of India enjoys absolute power to amend any of the provision in the said Article which is still a temporary provision on the face of the Constitution of India. He urged the President of India to exercise his absolute power which he enjoys from the domain of Article 370 itself after the demise of the Constituent Assembly of J&K the day Constitution was imposed in the State.
Prof.Bhim Singh made a strong appeal to the Prime Minister of India also to act in accordance with the Constitution and advice the President of India to intervene in the matter as the only way out today to save J&K from total death and destruction is Governor Rule. He called on the Prime Minister that a dialogue with all sections and factions of the people from different political alignments may be initiated so that the people of J&K may elect the Govt. for their choice. Reorganization of the State of J&K is only way out so that electorates in the Valley, Jammu Pradesh and Ladakh region shall feel secure and safe. A confederation of three states, Ladakh, Kashmir Valley and Jammu Pradesh is the only way out.
