स्वरोजगार से लगेगा पलायन पर अंकुश: मुख्यमंत्री
मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत से बुधवार को मुख्यमंत्री आवास में ’मशरूम गर्ल’ सुश्री दिव्या रावत ने शिष्टाचार भेंट की। मुख्यमंत्री श्री त्रिवेन्द्र ने सुश्री दिव्या रावत द्वारा मशरूम व कीड़ा जड़ी उत्पादन क्षेत्र में किए जा रहे प्रयासों की सराहना की। मुख्यमंत्री श्री त्रिवेन्द्र ने कहा कि राज्य सरकार स्वरोजगार के क्षेत्र में कार्य करने वाले युवाओं को प्रोत्साहित कर रही है। उन्होंने कहा कि राज्य के अधिक से अधिक युवा स्वरोजगार को अपनाएं तथा अन्य लोगों के लिए भी रोजगार के अवसर पैदा करें। मुख्यमंत्री ने कहा कि स्वरोजगार के द्वारा ही राज्य से पलायन पर प्रभावी अंकुश लगाया जा सकता है।
मुख्यमंत्री श्री त्रिवेन्द्र कहा कि हमें स्थानीय संसाधनों व उत्पादों पर आधारित रोजगार के मॉडल विकसित करने होंगे। मुख्यमंत्री ने कहा कि अधिकारियों को निर्देश दिए गए हैं, कि योजनाओं के निर्माण के समय इस बात का विशेष ध्यान रखा जाए कि इस योजना से कितने रोजगार के अवसर पैदा होंगे।
मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत से बुद्धवार सांय को मुख्यमंत्री आवास में नन्ही दुनियां के प्रतिनिधिमण्डल ने शिष्टाचार भेंट की। मुख्यमंत्री श्री त्रिवेन्द्र ने बच्चों के साथ बातचीत की व नन्हे-मुन्ने बच्चों को सफलता का आशीर्वाद दिया और नन्ही दुनिया को अनेक वर्षो से बाल कल्याण के क्षेत्र में अनंत योगदान के लिए बधाई व शुभकामनाएं दी।
नन्ही दुनियां (बच्चों एवं उनके हितेषियों का अन्तर्राष्ट्रीय आंदोलन) के 06 बच्चे (दिव्या चैहान, पूर्णिमा कश्यप, खुशी, नेन्सी रावत, सानिया, सुमित) युवा सोशल एक्टिविस्ट आशु सात्विका गोयल के नेतृत्व में उक्रेन एवं पोलैंड (Ukraine & Poland) Brave Kids International Festival में भारत का प्रतिनिधित्व करेंगे। यह महोत्सव 30 मई से 10 जुलाई 2018 तक आयोजित होगा।
भारत विकास रत्न से सम्मानित आशु सत्विका गोयल ने मुख्यमंत्री श्री त्रिवेन्द्र को बताया कि यह महोत्सव UNESCO एवं Polish Ministry of Cultural Heritage के संरक्षण में संपन्न होगा। जिसका उद्देश्य पूरे विश्व के बच्चों को एक ऐसा मंच प्रदान करना है, जिसमें सभी बच्चे सांस्कृतिक आदान-प्रदान के माध्यम से एक दूसरे की संस्कृति को समझें व् सम्मान दें।

देहरादून, 23 मई 2018, ननूरखेड़ा स्थित नवोदय विद्यालय में विज्ञान एवं प्रौद्योगिकी तथा राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद उत्तराखण्ड के तत्वाधान में राज्य स्तरीय प्रदर्शनी और प्रोजेक्ट कम्पीटिशन के आयोजन का समापन किया गया। नगर मजिस्टेªट मनुज गोयल की उपस्थिति में बाल वैज्ञानिक प्रतिभा शोध कार्यक्रम के अन्तर्गत जनपद स्तर पर नवोन्मेश (इनोवेशन) कार्यों में उत्कृष्ट प्रदर्शन करने वाले छात्र-छात्राओं को पुरस्कृत किया गया।
इस अवसर पर कुल 108 बच्चों को पुरस्कृत किया जाना था, जिसमें से कुल 95 बच्चे उपस्थित हुए और इन बच्चों में से 10 छात्र/छत्राओं की राष्ट्रीय स्तर की प्रतियोगिता के लिए राज्य की ओर से प्रतिभाग करने हेतु चयनित किया गया। कक्षा 10 स्तर तक के बच्चों वाली इस प्रतियोगिता में उत्तराखण्ड ने गुजरात के पश्चात जनपद स्तर तक की प्रतियोगिता में सर्वश्रेष्ठ प्रदर्शन किया तथा अब राष्ट्रीय की प्रतियोगिता के लिए 10 विद्यार्थी राज्य की प्रतिनिधत्व करने जा रहे हैं।
इस अवसर पर नगर मजिस्टेªट मनुज गोयल और सीमेट निदेशक सीमा जौनसारी ने उत्कृष्ट इनोवेटिव कार्य करने वाले विभिन्न जनपदों के बच्चों को पुरस्कृत करते हुए प्रमाण-पत्र देकर अधिक मेहनत करने हेतु प्रेरित किया।
इस अवसर पर अपर निदेशक एस.एसी.ई.आर.टी अजय नौडियाल, डाॅयट प्रधानाचार्य राकेश जुगरान, मुख्य शिक्षा अधिकारी डाॅ एस.बी जोशी, जिला शिक्षा अधिकारी माध्यमिक वाई.एस चैधरी, प्रधानाचार्य नवोदय विद्यालय संजीव सुन्द्रियाल सहित सम्बन्धित कार्मिक तथा बाल प्रतिभा विद्यार्थी उपस्थ्तिा थे।

PM Narendra Modi reviews progress of the Char Dham Highway Development Project
Prime Minister Mr. Narendra Modi under review of PRAGATI (Pro Active Governance and Timely Implementation), appreciated the progress of the Char Dham Highway Development Project. The Prime Minister through drone camera saw the construction sites at Helang, Bhadrakali and Srinagar. Apart form this, Prime Minister also reviewed the progress under PDS system of the computerisation work of PDS Godowns to Ration shops and Amrut scheme.
PM also enquired about the Char Dham Yatra. Chief Secretary Utpal Kumar Singh informed that this time record number of pilgrims are coming for Yatra. Chief Secretary said that till now more than three lakh pilgrims have come. The pilgrims are feeling blessed seeing the open view of the Temple from far away. They are being benefitted with the platform made in front of the temple and the wide road leading to temple. Regular monitoring of electricity, water, medical etc facilities is being done. The pilgrims are also taking the benefit of Kedargatha App.
Chief Secretary informed that under the Char Dham Highway Development Project, out of 37 sanctioned works, the work of 26 has started. By the end of June, work on eight will also be started. Out of 773.4 hectare land, 487.6 hectare land possession has been given to the executive agency. Out of 285.8 hectare private land, 129.28 hectare land has been acquired. Out of Rs 802 crores for land compensation, Rs 534 crores has been given by the Ministry of Road Transport and Highways (MARTH). Competent Authority for Land Acquisition (KALA) has disbursed Rs 416 crores. Out of 841.46 Kilometers Forest Land, clearance has been received for 683.22 Kilometer. For utility shifting, MARTH has given Rs 74.07 crores out of which Rs 71 crores have been given to Power Corporation and Jal Sansthan. 170 Kilometer line and 1947 Electricity poles have been shifted. 12 Kilomerer pipeline and 68 handpumps have been shifted.
Giving the progress of the Amrut (Atal Mission for Rejuvenation and Urban Transformation), Chief Secretary said that 27 DPR of Rs 65 crores are being prepared. He said that two DPR of Rs 2.16 crore are ready. The sanction for 29 DPR amounting to Rs 217.69 crores will be received soon. Energy audit survey for four cities has been completed. Survey of three other cities is in progress. Agreement with EESL has been inked. The state government is monitoring the scheme under Mission Mode. Chief Secretary informing about Target Public Delivery System (TPDS) informed that the Aadhar seeding of 93 per cent ration cards has been done and it will be done 100 per cent by June. He said that by adopting the common integrated system, the ration shops have been nominated for automation. 5500 Laptops, Biometrics equipment, printer, Dongle have been purchased. Under the online supply chain, 196 Godowns have been computerised. Additonal Chief Secretary Om Prakash, Principle Secretary Food Anand Bhardhan, Secretary Peyjal Arvind Singh Hyanki, Secretary Planning Ranjit Sinha and others were present on the occasion.
CM Rawat meets ‘Mushroom Girl’ Divya Rawat
Chief Minister Mr. Trivendra Singh Rawat held a courtesy meeting with ‘Mushroom Girl’ Ms Divya Rawat at his residence on Wednesday. Chief Minister appreciated the efforts being made by Divya Rawat in the field of Mushroom and Cordyceps Sinensis. He said that state government is encouraging the youth working in the area of the self-employment. He said that more and more youth from the state should opt for self-employment and should also create employment opportunities for others. He said that through self-employment, migration from the state can be effectively prevented. Chief Minister said that we have to develop employment models based on the local resources and products. He said that officers have been issued instructions that at the time of planning the schemes, it must be kept in mind that how much employment the scheme would generate.
CM Rawat lays stress on maintaining balance in the sex ratio in the state
Chief Minister Mr. Trivendra Singh Rawat reviewed the departmental works, under the priority schemes of the union government, being undertaken by the Medical Health, Family Welfare, Women’s Empowerment & Child Welfare Department at secretariat here on Wednesday. The Chief Minister said that special efforts are required to maintain a balance in the sex ratio in the state. He directed all the District Magistrates to run a comprehensive awareness campaign to ensure balance in the sex ratio in the state. He said that sex ratio figures at the Health Department hospitals and Aanganwari Centres should be cross matched for getting a true picture. He said that effective action plan should be prepared. He said that wherever at the time of birth, a big difference is being reflected in the number of boys and girls, the respective District Magistrate should verify the figures and take necessary steps. He said that for a proper balance in the sex ratio, the Health, Education, Women and Child Development Department should run an awareness campaign with proper coordination. He said that monitoring should be done by installing the tracking system in the Ultrasound Machines of the private hospitals. He issued orders for ensuring the provision of the tracking system in all ultrasound machines within three months. He further said that boards displaying ‘Gudda Guddi’ should be put up at all the hospitals. He also said that without having prescription slip from a competent doctors, strict action should be taken on the sale of the contraceptive pills. He said that there is need to encourage institutional delivery. The Chief Minister said that for ‘Ayushman Bharat’ Scheme, preparations should be done in time. He said that on August 15, 2018, this schemes has to be launched in the state.
The Chief Minister issued instructions to all the CMOs to visit the CHC and PHC of their respective districts at regular interval to take stock of the facilities being provided and also submit a monthly report. He said that the ACR of the personnel would be registered on the basis of the performance. The Chief Minister said that in wake of the fact that the number of the pilgrims for the ‘Char Dham Yatra’ are increasing speedily, proper facilities must be ensured at all four Dhams and on the Yatra route. He said that for the rainy season related diseases, awareness programmes should be started from now only. He also said that places should be identified for the 111 new ambulances coming soon for the emergency service. The Chief Minister said that as per the category of the hospitals, availability of minimum required equipment should be ensured. He said that in the government hospitals, it should be mandatory to prescribe generic medicine only. He said that works should be done keeping in mind the targets of the Government Vision 2020. He said that by 2020, the government has fixed the target to bring the mother mortality rate down by 100 per lakh, the child mortality rate down by 30 per one thousand and child below age of 5 years mortality rate down by 36 per one thousand.
Principal Secretary Radha Raturi said that ‘Pradhan Mantri Matritva Vandana Yojana’ is doing well than average. She said that in the Yojna, the permissions can be further speeded up. Pregnant women must be registered. She said that in the ‘Nanda Gaura Yojana’, work has to be done by having more coordination between the Women and Child Development Department and Education Department. She said that nutritious diet energy to be given to the malnourished children would now be given at Aanganwari Centres to all the children. For this, there is need for having better coordination between ICDS, Rural Development and Women Self Help Groups. It was also informed that apart from Uttarkashi, Tehri, Udham Singh Nagar and Almora, all the districts have sent the action plan for the ‘Beti Bachao Beti Padhao’ to the union government.
Secretary, Health, Nitesh Jha said that against the sanctioned posts of 2716 doctors, as many as 2266 doctors are working. Online registration in 43 hospitals has been started. Tele Radiology facility has been started in 35 hospitals. He said that apart from providing health facilities in the remote areas using Information Technology, the functioning of the department is being improved with facilities like Telemedicine, E-Medicine and E-Blood bank. In the meeting, Amit Singh Negi, Ranjit Sinha, Mission director NHM Yugal Kishore Pant, Director General Health Archana Srivastava and other officers of the Health Department were present.
